The Opportunity

The View Point Agri Housing Cooperative is a plan for British Columbia’s first integrated circular economy community. Located on 12.81 acres of Agricultural Land Reserve property in Cowichan Bay, the project unites co-operative housing, regenerative agriculture, aquaculture, and renewable energy into a single, financially self-sustaining development.

Three Components, One System

The base development ($50M CAD) delivers 40 co-op housing units, an 8-acre greenhouse complex, 500kW renewable energy, and an Integrated Thermal Management System (ITMS) district energy hub. A source-separation wastewater system recovers nutrients and achieves 40% water savings. An on-site aquaculture and Black Soldier Fly Larva (BSFL) operation produces 8,640 kg of tilapia per year — with feed grown on-site from organic waste streams.

The Circular Economy Advantage

Integration synergies generate $124,495 per year in additional value: wastewater nutrients feed the greenhouse, BSFL production eliminates external feed costs, and shared labour and energy flows connect housing, food, and resource recovery into a single economic loop. The project targets 13–15% IRR with 45% grant potential, a 9.8/10 policy alignment score, and a 9.5/10 ESG score.

Solving Real Problems

North Cowichan needs 394 housing units in the next five years. The agricultural sector faces a labour gap of 25–40 workers. Climate targets require a 75% GHG reduction. This project addresses all three simultaneously — while creating a replicable model for circular agri-housing cooperatives across Canada.

The View Point Agri Housing Cooperative proves that affordable housing, meaningful agricultural employment, and climate action are not competing priorities — they are interconnected outcomes of circular design.
